As a rule an emperor would always take precendence over any king or queen but i have always thought that the imperial rank of japan was hyperbull and agrandisement of titles but not that he was a true emperor on line with the Holy Roman Emperors

it depends what part of japanese history you are looking at...when there was feudalism the emperor had little power(shogun had real power) then later on gained control. overall i say they are equal, but if i had to pick>>the queen
