The United States. Actually, listening to the Doppler shift in the beeps from the Soviet Sputnik as it orbited gave the U.S. the idea, and the U.S. launched a limited SatNav system called Transit (based on Doppler) back in the 1960s. Then the U.S. formed a project in 1973 to develop a better system, which resulted in today's GPS system. The first of the GPS satellites was launched in 1978.

The Russians were second, as they began to orbit the GLONASS system.
