The answer to this is likely to be very complicated, and will need someone who knows what they're doing to look at the deeds to the different properties, and Land Registry records if the land is registered. If they don't have a right of way (and these can arise in all sorts of ways) then you can put up a gate or bollard or anything you like and there's nothing they can do. If there is a right of way, and you're interfering with it, then they will be able to get an injunction and damages from a court to stop you. You really need to go to a local solicitor knowledgeable about property law to give you an answer.

You will need to provide more info. Why a neighbor building a house in HER garden would block your access is a little vague. Access to what?

She will have to get written consent for this from her neighbours either side of her and if one of you don't agree then she won't be aloud to build ,This happened to the people who owned my house before me,but my neighbour wouldn't sign the agrreement so they had to move.

Blocking your access to what? If she is blocking a view, there is nothing you can do. View properties are not guaranteed to stay view properties.

If you will be landlocked as a result of what your neighbor does, it is illegal. Landlocked meaning you cannot access your property without crossing your neighbor's. Otherwise, contact a real estate lawyer in your state and see what your options are.
