When I am looking at paintings in a museum, especially modern ones, I much prefer those that indicate some manner of control. Pieces that look like they could have been made by spattering paint and wiping it up with a rag are way down my list. This doesn't mean that I don't like abstract, I just like the feeling that the author had some direction in mind while the piece developed.

Basic answer.
If you have to critique a piece of art ......
1.The basics elements you mentioned are a place to start.
But ......
you have to recognize them , be able to interpret the artist's intentions. offer an analysis that is intelligent & insightful
2. Disregard part 1.
Art in any form is just the expression of someone elses interpretation of what they see or feel & limited by their abilities& imagination
3.Partly disregard part 2
4.See it for what it is.
Whether it pleases or disturbs you , the artist will have had some success.
Any reaction at all is better than none.
Ever hear the expression'" Don't know anything about art, but I know what I like"

- how is the craftmanship? (is it well painted/well constructed) that includes composition/color/use of positive& negative space.
- does it have a concept, an idea? Maybe I have to use the title to help me there.
- how well does it communicate the concept or idea? (do I have to read the title to get the idea)
- is it creative (how often have I seen this done before, is it something which surprises me)
- if it does it relate to my personal experiences will determine a lot if I like it or not. Though it still can be a good piece of artwork without me liking it. Just not for me.

I look for something that I can relate to or something dealing with my life, so the painting has more meaning.

I look for colors..vibrant colors it makes me happy and think of nice..preety things in life =)
