How serious is the election? Maybe you can hand out mini flyers that have a BRIEF summary of what you will do for the students if you get a council position. bright colored paper and bold and clear text.

The day before elections, after everyone has left the parking lot, use sidewalk chalk to turn the whole parking lot into a "Vote For Kylee" sign.

t-shirts, rubbers and stick some flyer's up, banners maybe? oh yeah and sow the seeds of distrust against your opponent, discredit them. that way you can always win by default, that what all the professionals do ^_~ good luck.
