The obvious answer is that it's given to the player who throws the ball to another player, resulting in the runner being put out.

However, an assist can also be given to a player for throwing or deflecting the ball during a play where a runner is called out for interference or running out of line. For example, a catcher who hits the runner with a ball because the runner is out of the runner's box on his way to first base will be credited with an assist.

It's included under Rule 10.10 in the MLB rule book.

An assist is a defensive statistic for when you throw the ball to another fielder who makes an out.

So, if a ball is hit to the shortstop and he fields it and throws it to first for the out, the shortstop gets an assist.

If there is a man on first, who takes off on a fly ball to the ourfield and the right fielder catches it and throws to first base to complete a double play, the right fielder gets credit for an out (catch- batter out) AND for an assist (out at first).

An assist by an outfielder is also sometimes called a "baserunner kill".
