How old is she? Pretty important piece of information you left out.
"normal" is relative. meaning some girls will be bigger and some girls will be smaller. sometimes big chests run in the family so that would be "normal" for her. sometimes small chests run in the family so that would be normal for the other person...
A 38C is a perfect size for an adult. If she is younger than 18 then she most likely will get larger before she is done growing.

Oh come on... this is not a real question.
No one breast size is normal. Granted it wouldn't be normal if your friend is say, seven years old, but otherwise why would it not be normal?
Now if you're trying to ask if it's AVERAGE, then that depends on who you ask -- general medical doctors, plastic surgeons, bra companies, etc.
Then again, if you're trying to ask if it looks NATURAL, well that would depend on her body type, how tall, thin, fat, etc.

Like i told the last girl when she asked a question about her friends breasts DO YOU REALLY THINK YOUR FRIEND WANTS YOU TO POST THE SIZE OF HER BREASTS ON THE NET? You girls are mean and not good friends i would hate my friend if she did that to me! Try to be more loyal!!!!
