I shut off my computer and when I switched it back on the screen is black except for the mouse icon arrow. I tried restarting several times -- no luck. What is happening? Did my computer crash? Is it the OS? What can I do? thanks.

Go to safe mode by pressing F8 first before Windows load. Once in safe mode, do a system restore.
If this does not work you may have to repair Windows. You could try this Win XP repair:

It could be the monitor so try a new monitor first, , if that does not work then I would say your computer has crashed.
If it is your computer It could be fixed by reformatting it, if that does not work then you need a new computer.
