Do you mean turquoise like the stone or turq that is similar to teal.
If your hair is like your picture - you could try greys or silver or shimmery white - if your dress is an amazing colour you don't wany your eye shadow to compete. You could try some dramatic eyeliner and mascara and then a pale wash on your lids. Make sure you pluck your eyebrows thougt!
also the right shades of green can look stunning especially if you have green or blue eyes - that rhyme about blue and green should never be seen is a big lie.

Put on a silver toned peach eyeshadow then take a sponge applicator and silver eye shadow and lightly dab silver on lower corner of eye nearest nose. Be sure to blend for subtlety
or
Use a black liquid eyeliner, and paint a graduating line, start thin at the inner corner and go thicker from about the mid-point of your lid, going up dramatically at the end, extending about a half inch past your outer corner. You can add a little sparkle on your lids and below. Draw a fine black line on your lower lid. Try false eyelashes and pink lips.

I agree matching the eyeshadow to the dress is tacky. I would go with neutrals or even a soft pink color.

It depends on what color your eyes are. I'd honestly go with the smoky eye look. To do that, you just wear a dark eyeliner on your upper and lower lids and add some light brown or dark brown shadow to match. This might sound bland, but it really brings out your eyes in the end.

I think a nice gold shadow applied sparingly would look nice. Contrary to what you consider tacky though, I would accent it with a slight bit of turquoise close to your lash line, though.

I think it has more to do with the tone of your skin than the color of the dress. Use natural colors for a very casual or daytime dress and more dramatic for evening wear.

A smokey taupe eyeshadow would be a nice look, or you can go with a neutral shade close to your skin color and play up your lips instead.

Pretty dress!! I would say to go with a sheer silver eyeshadow and take a darker blue and just do it on the crease of your eye. I would do a dark blue (Almay has one) eyeliner, but don't apply it heavy. Have fun at prom!

don't try and match the dress, that would be an over kill, when doing makeup, you want to show off your natural tones, meaning your face, hair and eyes. I suggest and have been suggesting this to everyone is to go to clinque and ask them to do your make up, they do it for free and they are very talented or bobby brown
