Clinton, by comparison, was one of the most competent and able presidents that have graced the White House. And of course we all know Harding was the worst. Incompetent, he allowed the goverment to be run by his drinking buddies and kindeled the fire that drove America into the Depression. Enough said.

I would have to go with Harding. He was openly gay, he was openly corrupt and accomplished absolutely nothing. The rest were pretty bad, but at least they got things done. Nixon was horrible but he too is too recent.
Remember this, all you Bush-bashers. Truman had a 22% approval rating. He is now considered one of the best.
