Yes and no. Kids who show signs of problems at a young age should be sent to counseling-regardless of the parents feelings on the issue.
We dont have the manpower to send EVERY kid to counseling.

No, this is completely a biased test. That has proven to be racists.

Counseling only makes children face problems before they are mentally and physically able to do so. Its unnatural, let kids be kids.

No, but parents should be held responsible for the actions of their kids, especially dead beats that don't give a crap about them, thus if your going to bring kids into the world you damn well better be responsible for them...
