It does depend on what type of environment you are working in. I've had enough experience that I've dealt with a wide variety. And take it from me. It takes less effort to carry on with your own affairs than to try to fix or annoy them back. In the long-run, it's not worth the trouble. But, if it is something that is preventing you from getting work done or the lowering the quality of your work; you need to 1)document in detail for a short period of time 2) Speak to your boss regarding the issue as well as proposing solutions. Paper Trail. Paper Trail. Paper Trail.

Another possibility is to realize that nothing is forever. In time, it will pass. Also, realize that if you do not allow it to bother you, it will bother that person a 1000 times more. And something I resort to often that doess help. . .Pray for those that are difficult or annoying. You never know.

It depends on your meaning of difficult/annoying, since there can be varying levels ranging from harmless (it's just the personality of the people and they're not intending to be annoying) all the way to stalking. The level on which they are bothering you would determine whether a polite chat with your supervisor regarding the person's behavior would suffice. Something more serious that might be making you feel uncomfortable or unsafe at work might need a visit to the Human Resources department to mention the situation and ask for advice.

Whatever you decide is best in your situation, do not be afraid to speak up.

Yes, that's good. Also, it helps to play psychologist a little bit to help keep your sanity. Think of that annoying know it all as someone who is insecure and needs to prove to himself and everyone else that he is smart.
