Why is OK for foreign distance runners to compete for Japanese high school track clubs, but yet as far as I know you have to be Japanese to play HS baseball? If a Kenyan kid can run in the Hakone Ekiden, shouldn't a kid from the Dominican Republic be allowed to pitch at Koshien? I'm just asking for consistency from sport to sport.

In the world of Japanese sports, there isn't any consistancy. Baseball leagues, sumo and several sports have caps on the number of gaijin that can compete. It is sad, really.

Yes, sports, amateur and professional, should allow foreign athletes to compete. It should be fair. Everyone should be able to participate. Unfortunately, that just isn't the case.

I think Japan shouldn't.
HS baseball has been started as domestic sport event. Why do they need to leave it open for foreigners (if no need to import)?
Japan is not multicultural nation like the west. You know that.
US should do that thing (consistent). cos the nation need immigrant every year, and US ppl basically thinks racial diversity is good solution (I know not all the ppl agree with this).
But Japan and East Asian nations doesn't think so.

98% of population is Japanese in Japan.
95% is Han race in China.
98% is Han Chinese in Taiwan.
Nearly 100% is Korean in S.Korea.

The national policies are different. And each sportsdom has its own business policy as well.
East Asian nations won't repeat the same failure which western nations have experienced.

I believe these things are determined by the sport's governing body, not the national government, and therefore different rules apply from sport to sport. Is it not so in your own country?

I am thinking about the Japanese Sponsors too.. so they support the athlete and provide all the training equipments, coach, gym..housing .. etc..etc,..so the credit would go to the country..
just my opinion..maybe...
