I have found that this year has had weired weather.
It's sort of snowing here in RI, mixed with rain.
With tomatoes we protect the flowers. The rest of the plant can take about 28˚F. The draw back is the root system. Until they develop there has to be enough available moisture so the plant doesn't wilt. In colder temps the root development is slower.

Tomatoes are tender plants and really need a tropical climate. They won't live long in WV. If you plant them in the summer, they will be dead by late fall. I would consider building a greenhouse then you can grow year round instead of just summer and lose all your plants first frost.
