First, take your computer off the internet. Unplug the phone line or network cable that goes into the computer. This stops them from accessing your machine.
Then get a firewall, like someone else said.
Then use system restore and restore your machine to a time from before you think you were attacked.
Then get an antivirus program and scan your machine.
Jump back on the network and try running Windows Update, this has a malicious software remover.

You reported "This guy over the computing device" What do you mean ? Are you in a communicate room ? Did he deliver you an e mail ? criminal hackers do no longer alert you that they are hacking into your computing device, they do in basic terms it and lie approximately it. You need a good firewall to start with.
As said go to ZoneAlarm and get their free version. After installing that you need to have a good virus scanner and a spyware scanner. AVG is a good virus scanner and Ad-Aware is a good spyware scanner.
After setting up the virus and spyware scanners and downloading the latest detection list from each. Open up Zonealarm and lock out the internet. Then scan your system with the virus and spyware scanners. Once you are sure your system is clean. Go back and unlock the Internet access in ZoneAlarm. You should be good to go from then on as long as you keep the firewall running and do regular scans with both the virus and spyware scanners.

Just get a firewall and it will block the hacker from hacking ur PC download this really good and free fire wall from Zone Alarms firewalls

I would call the Keystone Cops, 1-888-keys-cop
they specialize in tracking down hackers, and making them pay.
