According to the Constitution one must be 25 to run for the house and 30 to run for the Senate.

According to the Constitution a Senator's term is 6 years.

Do the math in both cases and you will have your answer.

On question 1, I don't think that his being a citizen for eight years is relevant with the exception that he could not hold the position of Speaker of the House because there is a line of Ascension to the Presidency. I do believe though there is a minimum age, but not 100% sure of that or what the specific age limit is. On question 2, I assume this is an old test since it is now 2007 but anyhow, the Senate is elected to six year terms while the House (Congressmen) is elected to two year terms.
