Use the internet to search for your state's Department of Revenue. Under the business section you should find information on sales taxes along with some contact information.
Every state is different, but all have some form of department of revenue.

You first have to apply for a tax number.
Please contact a CPA to do this for you.
Sending in sales taxes without the proper documentation can open up a can of worms for you, in other words, if you're looking for trouble, dont mess with the State when it comes to sales tax.

You'll pay it to your state Department of Revenue. You should have gotten instructions on how to pay it when you got your license to collect the tax. If not, call them - you should be able to find a number on your state website.

i just opened a small business and i have received a ton of mail telling me how ,when, and who to pay retail taxes to. that is strange that you have received no info on it. it would be different for every state
