Probably because there aren't very many nerves in that patch of skin. Its designed to stretch out with your arm.

there arent many nerve endings there. think about all the times you fell and scraped your elbows as a kid. if there were a lot of nerve endings there, it would have hurt a heck of a lot more, dont cha think?

hmmmm - you're right, I just tried it. The skin on your knee is the same way - must not have a lot of nerves there.
