I thought that they accept everyone within the age/citizenship requirements.

Some community colleges have enrollment requirements and if you don't meet them, you don't get in. So yes, it certainly is possible.

there are some community colleges that do have requirements, but there are only like 3 i know of. but your friend just might not have enough credits, or didnt graduate from hs

Every collage has it's standards. Just depends on what she is trying to do. If it's basket weaving no problems. Anything else you better show you want to be there.

You still have to take tests to meet requirements to attend.

They have academic standards as well. If they didn't, their degrees wouldn't mean anything.
