Why pay for bulletproof vests, exotic weaponry, advanced training, and cool vehicles if they don't do anything?

At Virginia Tech, as could be anywhere, there could have been more gunmen, firearms, etc. That's WHY special forces are deployed. Anybody can stand around and wait until the carnage is over.

Should SWAT teams be disbanded? Retrained?

SWAT teams have saved a lot of lives.

That campus is over 2500 acres, or about 4 square miles.

I'm not sure you understand what SWAT really is. SWAT isn't a standing police force. They don't pull over speeders or handle domestic disputes. They have special weapons and tactics for special situations. That means, after a situation develops, THEN S.W.A.T. may be called in. SWAT trains so hard and has such high skills, they don't generally have time or training to handle every day occurances.

Maybe a better question would be "Should every police officer be disbanded? Retained? So that every police officer is a SWAT team member?" If every cop could shoot as well, had the physical strength and endurance, and could perform the tactics that SWAT teams could handle, they would be able to immediately respond to any situation... from simple moving violations to hostage situations.

Something you're failing to mention in your question, is that POLICE WERE ALREADY ON THE SCENE AND INVESTIGATING WHEN THE 2ND SHOOTING OCCURRED. Not SWAT. The police were already there and yet they did nothing. So, I say disband police, and make them all SWAT instead. SWAT would have come in, saw that none of the victims in the first shooting had a firearm, and KNEW that the killer was still loose. They would not have wasted time questioning people after that. SWAT would have immediately moved out, set up snipers and "listening posts", and tried to locate themselves somewhere centrally in order to get to a situation quickly.

You fail to realize that if we had allowed people to carry guns on campus, if they were licensed to do so, the threat of this guy killing so many could have been neutralized, after the first shots were fired. It is not the gun that kills in and of itself, it is the person who pulls the trigger.
