There are 12 Troy ounces in a Troy pound as opposed to 16 ounces in a regular pound. Therefore:
31.1 grams x 12 = 373 grams in a troy pound
28.4 grams x 16 = 454 grams in a regular pound
The cotton is heavier.

They both weigh the same - a pound.
An interesting twist on the question is, "Which weighs more, an OUNCE of gold or an OUNCE of cotton." While one would be tempted to say they weigh the same, gold is measured in troy oz. (~ 31.10 g.) and most everything else is measured in avoirdupois oz. (~ 28.35 g.). Hence, an ounce of gold weighs more than an ounce of cotton.
