This then becomes a question of business ethics. Business ethics is a matter of personal choice. If your partner is not qualified to perform to expectations:
(1) ask the partner to perform tasks for which they are qualified.
(2) ask your partner to get the qualifications required to perform to expectations.
(3) thank your partner for their help (even if there was none), inform your partner that you are moving forward with the project and that their input is no longer required. Do not offer payment.
Since you are in the same circle of friends, any course which frees you to pursue your opportunity alone will cause friction. You can mitigate this friction but that will take honesty and effort from both of you.
These types of situations are never pleasant; however, as a business person you will have to learn to handle these types of situations.

Delay starting this business venture, do a little more research. In the mean time, tell your friend that plans fell through. In a month or two, start it up. If things arise, tell him that a new window of opportunity opened, but with stipulations barring him from involvement. Of course they would have to be case specific.
