What file format is best to use when making Video DVD/CD to play on a DVD player?

You will need a DVD authoring program such as Nero. You can create your video in any format. When you are ready to burn it to the DVD, you select that you want to make a "Video DVD". The Nero program will then convert the videos files to correct format as part of the burning process.

There is only one DVD Video format... And all programs writes to that.

Some DVD players with MPEG-4 or DIVX logo may also play discs that contains AVI files with DIVX/XVID codecs, but that's an exception rather than the rule.
