I use Wndows 98se as my primary desktop os - XP is on the laptop -- I hardly ever use the laptop.
Before you start, be advised that Microsoft no longer supports Windows 98.
Here's what I'd do:
1. Buy another, clean hard disk to install Windows 98. (I've removed hard drives from computers thrown out by others just to use for this type of reinstallation.)
2. Save the old hard disk in case the installed Windows 98 is too buggy and cannot be updated. If nothing else, that hard disk can serve as a backup for everything you had on it. (You can even install it as a 2nd hard disk and copy files from one to the other faster than most other methods.)
3. Install the Windows 98.
4. Go online to see if you can update it to current standards. (The Microsoft update site might even state that it no longer supports 98 but I doubt it - it may only state that when it identifies a Windows 98 computer visiting the site.)
(There are so many other possibilities when doing reinstallations that technical help is often required. If you know how to use Fdisk.exe, then it may help to set up at least one additional partion on the new hard drive to contain your personal files so that only the C:\ drive needs be reformatted in the future.)

Before you do this re-evaluate your reasons. I cannot think of a good reason to back up into Windows 98.
You are going to find many things that you want will not be compatible/supported with this outdated, no longer supported operating system.
When you have driver problems using Windows 98 and have a O/S menu to select from choosing Windows 2000 will often load a Win 98 compatible driver.

To remove Windows XP, you would need to format the hard drive. After that, simple install Windows 98 onto the empty hard drive. Remember that formatting the hard drive will delete all the files (pictures, music. vids, etc) you have on the computer.

You shouldn't do that, your going backwards. You not only wasted your money on Windows XP but your computer will not be up to date. Your best bet is to KEEP Windows XP & learn how to deal with it instead of being frustrated over it.

Just fix XP or add some ram.
What is your reason for going back?
If is speed then look for ways to streamline XP and add ram
