is it ok to ride and if not how much is it going to cost me to fix this crap

good chance u bent the left bar on a lay-down from the sounds of it. no, it is NOT safe to ride in this condition, and it is going to set u back a bit of coin to get new bars; even more if the dealer puts em on. not all bar's are created equal in price, this will depend on how much the bar's are to begin with, then the cost of shop time to install them. would be only the cost of the bars if u put them on urself, but beware...the job isnt as easy as it looks. on some bars, the wiring goes inside so it's hidden....and if u pinch a wire, u'll end up with a short.

You did not say what your bike is or what style handle bar system you have so it is more difficult to answer your question. However, it could just be that your handle bar clamps need to be losened and the bar pushed back to its original postion. Or the bar could be bent in which case you will have to rebend or replace it. Or the steering stop on the lower fork clamp or frame has been damaged allowing the bars to turn too far and contact the tank. Or it could even be a combination of the things I listed. Give it a good look at and see if you can determine just exactly what the problem is.

Always give year, make, engine size and model # when asking questions. We need all of that info to give an informed answer.
I wouldn't recommend riding the bike.
Could be bent handle bars, bent steering stem, bent forks, broken steering stop on the frame.
Depending on what part is damaged will determine the cost to repair.
If you dropped the bike while it wasn't moving, it could be something as simple as changing the handle bars - parts around $30-$60.

It sounds like you bent the handlebars. I would have to see the bike to know if it is ok to ride. The handlebars could break and you could crash. You can get used handlebars at a junk yard cheap and fix it yourself.

If it's a sport bike with clip on then you can loosen the pinch bolt and put it back where it belongs. If is a bike with standard bicycle type handlebars you bent it and need to replace it unless you have a way to bend it back without kinking it.

your hand controls have slipped or (if you dropped it hard) you have bent the handlebar (not so likely). Loosen the clamp bolt on the hand control, turn it back up, and re-tighten. Them get back on and ride on!

No, it is not OK to ride. It's not safe at all. Repair it immediately, it should cost you about 200 bucks to get it repaired if you actually bent metal.
