Systems engineer is a more specialized field and commands a higher salary.

Web developer is a very generic term, as it could include HTML, CSS, PHP, JSP, ASP, Cold Fusion, Ajax, .NET, and probably a bunch of other stuff as well. A GOOD web developer who knows a lot and keeps getting jobs *could* possible make more than a system engineer, but he'll probably burn himself out in a year or two, both in working and in keeping up with all the new tech.
