It kinda falls under the old saying of; outlaw guns and only outlaws will have guns.
After the reagan shooting there were a lot of restrictions placed on gun ownership. Hasn't really changed things much. People still get shot and people still own guns that shouldn't.
As great as a country that the U.S. is we have a lot of issues. We lead the world in the highest percentages of crime. So maybe the answer isn't to ban everything, but to find out why we have this problem in the first place.
Funny thing is that when you ban something it is like telling a child you can't do that. It only makes them want to do it more.

Yes, we should ban the sale of guns to Non US citizens, since we do not know what is in their back grounds.
For all of those who say that all hand guns should be band that is pure c**p!! Guns do not kill people, the people pulling the trigger kill people. The irresponsible jerks who have no regard for human life do things such as this.
If we banned guns of any type then all the decent people would be unarmed and the thugs and criminals would all be armed. Do you really think that all the criminal would freely give up their guns just so that our world would be free of guns?
If you think that is going to happen think again, no criminal is going to volunteer to just give up his weapon. It would be the honest/good people giving up their guns.
I personally think that all the violent movies/vidio games that our children are watching while they are growing up is adding to what is happening in our world. When I was growing up we didn't have violent video games/movies such as these kids are watching while growing up. We also didn't have school shootings happening when I grew up. Children did not run around shooting other children when I was growing up. Product of our enviornment is what I think all of this is about.
It isn't the guns so much as it is that children are being taught to shoot and kill people as a way to solve their problems, these children have no coping skills so they shoot to kill. Bang....bang and their problem is solved or so they think.
By the way I also grew up in a house where my dad kept his rifle fully loaded at all times, as children we were taught that we were never to touch it. We lived on a dairy farm in Wisconsin, back when my dad had his rifle. So we didn't, children were raised different back then, we had morals and values that were instilled with in us. Back then there was no mistake as to who was the parent and who was the child, because the parents spoke and the children listened and obeyed them. Our world has changed way to much and now we are paying the price for letting this happen. In my 50 years of living things have really fallen apart and I personally blame what we are allowing our children to do and watch. Blame it on the parents who fail to properly parent their children.
People who own weapons need to lock up their guns.
A trigger lock, gun can not be shot with one installed on it.
Lock it inside a gun locker with the trigger lock in place and you have a safe weapon. Do not use locks that have keys, children can find keys.
There are trigger locks with combinations and safes with combination locks and they work.
I use both with my pistol and and it works.

The killer was a legal resident of the USA. So he was for all and intents and purposes a citizen.
