I don't know about NO federal assistance, but it should be the fallback position. Our system is founded upon the concept of federalism. There are certain responsibilities which are properly the federal government's, but there are many others which belong to the states and local governments. Disaster relief is primarily a state concern.

The City of New Orleans also made many requests to the Army Corps of Engineers to fix the problems with Levy's they built.

In such a disaster as Katrina, the federal gov't. has a responsibility up to a point. The local government should have been more on top of the levy system and, yet, fool mayor is re-elected!

Yeah, that IS funny! How the hell are these people supposed to help themselves, when most of them are dirt poor to begin with? I still get kind of ticked off when I think of what Barbara Bush said about some of them being better off after Katrina than before.

The federal government has no role until the governor of that state requests federal assistance. In case you haven't noticed the states have their own police, constitutions, laws, and system of government.

Why do our taxes pay for a national guard. Why do we pay taxes to go to infrastructure and relief funding if it is not going to be used to help the people of our nation who are in need.
Those who say the people of new Orleans should have helped themselves for lack of better terms are ignorant.
