It depends on the power output of the electric motor, and the weight of the car.
Light, low-powered vehicles are classed as Quadricycles rather than cars by the EC, and different driving licence classes apply.

i do no longer have faith gasoline autos will ever be replaced via electric autos. electric in simple terms has to many negatives (Batteries, variety, fee, charge down time, nonetheless produces a super style of CO2, and so on.). If gasoline and diesel are replaced, i've got faith it will be with organic gasoline, Hydrogen, or another new technologies.

There is no definition in law for a car,, it is either a motor vehicle or it isn't...a motor vehicle is a mechanicallly propelled vehicle intended or adapted for use on the road. If it is intended for use on the road then the answer is yes I would suggest.
