I have given this a lot of thought. It has been asked before but never adequately answered. So I asked a Marine who is in recon. He had the best answer, I think.
Consider what happened in this school. In military terms is was an ambush. When ambushed what is the correct response? If the threat is distant, retreat. If the threat is close, attack. What does that mean? If you have time and opportunity, escape. If you are trapped attack the shooter. Attack him by throwing desks at him, books whatever and physically rush him. If several people did this he could have been stopped. It is something that you must know how to do before hand. There should have been people waiting just inside the door to brain him as he walked in and then jump on him. Some may have been shot, some but not all.
Easy to say but what other choice do you have? Once people have been shot the shooter will not stop until he is stopped.

There are two options in an ambush situation. You either run, or attack. Hiding and cowering can only lead to bad outcomes: capture, injury, or death.
This guy apparently chained the doors to the building shut, so the option left was to attack him. Use whatever you have as a weapon, books, cell phones, whatever. Throwing them at him is a distraction that can give time for a physical assault. You strike at the vulnerable areas, eyes, crotch, throat, solar plexus, nose, back of the head, knees, etc.
The objective is to force the assailant into a defensive mode, whereupon you press the issue by continuing a violent assault until he ceases to act. You have to totally commit to such an attack. Any hesitation can only have a negative affect on the outcome. Hopefully, others will follow your lead and overpower the person, even if you fail to completely stop him.

One of the biggest and most important things they'll teach you in a self-defense class is to move to the "dead" side of the gun. If gunman is holding gun in right hand, you parry their hand to your right and go left, that way you are virtually impossible to hit. This also opens them up for a chop to the neck, or sidekick to the knee. All the while you should be controlling the wrist of the gun arm. This is of course if you're close. To buy time like the others said throw something at his head, he'll naturally flinch opening him up for attack. Put him out of control and then HE will panic.

I would have tried to disarm his negative thoughts before he ever went that far. He is from South Korea, and maybe he had gone through intense poverty-maybe he went through so many traumatic things in his life he couldn't take it anymore. I think schools need to have more qualified psychologists, and counselors, and talk to the students every week about how they are feeling. Some children are abused and/or neglected, and we often don't know about it before it's too late.
Kindness, compassion, and tolerance are all things that could have helped prevent this from happening.

I Live in Texas and have a Carry and Conceal permit.
That should answer that question.
If Not, I would put a stop to that rampage right then and there.
