Well the obvious is visiting each hotel, that is free. They are all so amazing! Whatever hotel you're staying in should offer free tickets or reduced price tickets to a show they provide. On a budget...stay away from taxis and limos. Stick to the monorail or walking, this will be a huge savings! They have tourist attraction books everywhere there, be sure to pick one up! I got mine while waiting to catch the monorail. Every hotel offers some great attractions, some are free, some have entrance fees, such as the shark reef, and things like that. Read through the book I suggested and pick out what sounds the best. My one suggestion is to go to the top of the Stratosphere to see all of Vegas. It does cost to go up there, but I believe it's around $10 or so. It's a great view! Another way to save money....eat outside of hotels! You will find your cheapest meals NOT in the hotels. Just an idea to save on the budget. Don't forget to check out the FREE water show outside of the Bellagio...it's truly amazing!

In my opinion you do not have to spend any money to have a wonderful experience in Las Vegas. Just going into all of the major casino/hotels and looking around is enough to entertain me! The themes and arcitechture is amazing. There are several "free" attractions, including the Bellagio Fountains, Treasure Island's Siren's show, Valcano at the Mirage, Parade in the sky inside of Rio, and Freemont street experience in "old" downtown Vegas with a lightshow at dusk and live music.
You can break the bank trying to see the major shows in Vegas, including the Cirque shows at the various casinos, and some of the magic/comedian acts....so do research and choose wisely if you want to see an actual "show" with some credibility.
For sightseeing I would split it up into a few days, like go to the south end of the strip one day and see MGM, Luxor, Mandalay Bay, NyNY....and then do center strip, north strip another day, and a third day (close to dusk to see the lightshow) over at the old downtown.

The fountains at Bellagio are free, and they're definitely worth seeing.
The Sirens of TI is another free show that's fun to watch.
Afternoon shows at the casino theatres are usually much less expensive than the evening shows. And some of the smaller casinos (the Orleans, Gold Coast) have decent shows that are lower-priced than the big guys on the strip.
