Its not in Illinois or California but Columbia University in New York City is widely considered to have the best School of Education.
Otherwise, look at the most prestigous school that has an education program that you can afford and gain admittance to. You can find those schools ranked annually by US News and World Report and other popular publications.
In Illinois that would be Northwestern and the University of Chicago, however, they are both on the quarter system so I would personnally want to avoid them so as not to be worked to death.
In California, the top schools are Stanford, USC, UCLA, Berkeley, etc. Visit the campus before accepting, however.
