First of all, I'd like to point out that pretty much nobody really knows how prevalent child pornography is. After all, it is only cases that are reported to the police that even have the possibility of counted, and then the counting only generally occurs when someone goes to some kind of expense to accumulate the information.
The best I could come up with make use of the FBI's National Incident-Based Reporting System (link 2), and it mentions over and over that much of its conclusions are based on projections from a very small amount of collected data. They note that although there does seem to be an increase in child pornography cases, the most likely explanation is that they are simply being REPORTED more, not actually OCCURRING more. It also bears mention that the laws on the matter have become vague enough that almost anything might be interpreted as pornography (link 1)... so that may have an effect as well.
But the real meat of your question is why anyone would like it at all. Of course people are complex and varied, so there are going to be a variety of reasons. But I can probably list a few:
In some cases it is the result of damage. I recall the case of one fellow who was forced to perform oral sex on his older sister; when he grew up he likewise forced young girls to do the same to him. Victims of abuse, in other words, can sometimes come to associate that abuse with 'winning', and thus act it out themselves, even though they know it is wrong and hurtful.
The above situation has another angle which can be appealing to even those who have not been abused: control. Many people cannot become aroused if they feel completely out of control (that would be more like rape); some few seek out those situations where they can maximize their control. This may include not only children but also mentally-, physically-, or emotionally-challenged individuals.
For some, the allure of youth is that of innocence. I've known many men to brag about how many women they had robbed of their virginity, and likewise I've known men who were completely repulsed by the idea that their partner may have had sex with someone else. If someone extended either of these ideas to the nth degree, they may find themselves only attracted to people whose virginity was as certain as possible... the youngest capable of sex.
Youth also knows faith in an instinctive way. Adults have been hurt and scarred. They know danger lurks around many corners; they're wary of disease and guilt and so on. Children can trust wholly, even if that trust is misplaced. They do not worry about tomorrow or whether you're a 'bad person' or if you'll 'respect them in the morning'. They're in the now in a way few adults are.
There is also nostalgia. Many (if not all) children become aware of their sexuality before they understand it. It seems at that time to be magical and mysterious... and adults sometimes try and re-capture that feeling.
And I can think of at least one somewhat more practical reason. Some people are attracted to features that children just happen to possess: large eyes, being short, smooth skin... these aren't even bizarre things to be attracted to, really.
All this is probably just scratching the surface, too. I'm sure there are many other reasons why people might find it attractive and interesting. The allure of the forbidden, perhaps, or curiousity. I'll leave the rest to you.
