How can you gain additional job levels in ff3? Also, what classes are the best in the game?

You gain new jobs through story events, you gain levels in those jobs through battles.
As for the best party, a White mage is ALWAYS helpful and/or necessary. Some sort of physical attacker is usually wise, and elemental magic damage is a good bet too. Just rotate the 4th memeber to take advantage of wherever you are.

The farther you are in the game, the more jobs you will be able to choose from. It's always good to have a mage that can use healing spells and some powerful destructive spells, a dark knight is a good choice but not avaliable until late in the game and dragoons are good too.

You just have to keep battling, and you'll get job levels before even leveling up.
As for the classes, it really depends on preference. I went with the ign guide and got my party jobs as a Monk, White Mage, Black Mage, and a Warrior. So it evens out with strength and magic attacks.
