For the same reason it irritates your throat. Your scrotum is a very thin, sensitive layer of skin that the alcohol can penetrate and trigger the nerves in.

Why are you putting alcohol on your balls??
We men learn from a young age that getting kicked/punched in the chest/legs/arms,stomach is not as painful as receiving that same damage in the balls.
Now, if alcohol burns if you put it on your chest/arms/face, etc
we could probably come to a conclusion that it should not go anywhere near the easter basket. Are you with me?
