bias against b would mean you hold to a truth or an idea or opinion which runs contrary to b's philosophy or identity or person etc.

bias towards b usually means you show a favoritism to b that you are not showing to A whether it be to b's liking and /or to a's detriment.

At least, this is the way I understand it.
