In the US, you MUST have a SS card. The better question is how are you living without one? Foreign? Alien? Illegal?

If you are a legal US Citizen, get the Social Security card and get legal. THEN you can get the ID card you want with little problems.

Because of homeland security you are required to show two forms of identification at any DMV one of those id's being a social security card. To get a new social security card you must contact you local social security office and answer 1000 questions to prove that you are you. good luck with that
