People used to park in the car park of the council flats where my dad lived, it got so bad they had to install gates and give everyone a key to stop it. Nothing else worked

You used the word flats so I assume You are from the UK. Here in the US, those who rent, have their own parking space that is numbered and anyone parking in it take the chance of being towed. You are renting and therefore that spot is yours. Go to the owner with the other tenants and complain about it, Demand your own space. If enough of you get together, perhaps you can change those rules. It isn't fair that someone else should be allowed to park in a space that really belongs to the renter. Tell the owner of the building that you will pay your rent when something is done to rectify this nuisance. In Boston and other big cities, we have key cards. A gate is at the entrance of the building and only those with key cards can enter by inserting the card in the slot. It is great security as well.

Take it up with the landlord; suggest a rent reduction if they can't keep the car park spaces clear.
