can I have this removed who do I approach ?
could I have council tax reduced ?

Most properties have an easement for utilities. You could probably find it in your deed or paperwork from the purchase. Highly doubtful that you could have it removed. Even if you suceeded, your taxes would most likely remain the same. Your neighbors are also paying for this light.

It's your land, but the utility companies & various state utlities have the right to use land within so many feet of a road as a common area.
So basically even though it's technically your land, even if you put a fence on it, if they need to access that area, they also have the right to knock down or remove your fence.

Check your land registry details and the local council for further information, contact the County Council if they are reponsible for streetlighting.
