No, he did not "snort" his Dad's ashes...he did joke about it in an interview, but later clarified he was joking. Too many people believed it to be true because Richards has a long history of abusing any drug he could get his hands on, but despite that, dude is a serious rock-on guitar player and songwriter.
I signed him up for the "Dead Pool" over 20 years ago due to his excesses, but he is like the Timex of Rock and Roll. Rock on, Keith!.

Yes he really did snort his father, you can tell by how quickly his manager rushed to say that Keith was joking. And the fall didn't damage his coconut, smoking his daddy and all other manner of foolishness oblitarated any functionality his brain might have had.

it was a joke in an interview, and the media started printing it without verifying the information. Keith Richards, although he is quite crazy, did not snort his father.
It says a lot that no one really questioned it, they believed it immediately!!

No, he admitted in a later statement that he didn't snort his Dad. He was just making a joke, and it was taken out of context.
