It just so happened to occur the same week the warranty ran out that my desktop pc wont load windows.

What Happens:
- once turned on the computer will load up with a black screen and provide the options such as:
to load into safe mode
load safe mode with commands
load windows normally
etc

Not one of these options succesfully load windows.
Instead the windows screen will show with a bar moving and then it will go back to the same screen as if the computer has just been turned on again.

I will be taking it to a tech but thought id ask if anyone knows why this occurs and is there a chance to save the precious data on the hard drive?

Try this Win XP repair:

All your files will be intact. I've tried it thrice on different PCs. Works for me.

Karz has a good idea, but you probably dont have the original Operating System CD, because they just do not come with computers anymore usually.
So, you have two choices:
1. Throw MONEY at the problem, but a new Windows CD and restore the system as in the link below.
2. Get smart and get a Knoppix CD for free. It is a Linux operating system that will run live. You can then access your old Windows files and either burn them on a CD, or put them on a jump drive.
Then reload your operating system with a good operating system instead, such as www.kubuntu.org for free and stop puttting up with Windows BS.

If you have the windows installation disc that came with your computer, try reinstalling the windows. It might be corrupt. Make sure the disc is in the drive before restarting your computer. Press Del while the memory is being read to enter setup. Check for boot up sequence. Set your disc drive as the 1st boot up drive. Save changes and continue. Make sure you hardware is well fixed in place. Now follow the installation instructions. as window reinstalls. Next time make a boot disc for recoveries

I would try a recovery using either the partition or the system disc. I've done recoveries before that kept all my files in tact. Hope that helps.
