There isnt anything really different between the two, unless the service provider doesnt offer URL forwarding/or the domain holder doesnt set it up correctly..

An example of this would be the Yahoo! Avatar URL.. If you type it with the www it will not work, but if you type it without it will..

http://avatars.yahoo.com

Some domain services offer a domain holder a certain amout of URL forwarding addresses, such as microsoft.com may be able to have mocrosoft.com forward to the microsoft.com page, althouh this is usually used with commonly mis-spelled ways to keep traffic going where it should. A basic difference between both is that whether a website is registered to be served in all countries or not. www stands for world wide web and according to regulations of W3C(WWW consortium-An organisation thats making effort to standardize the web) if a web site is available to all countries, then its url will include www which shows that its domain is registered to be served to whole world as a standard website. If a web site doesn't have www in its url then it will be available in most of the countries but not everywhere....

In some sites there is no difference. But some sites open without www as they dont need www.

www website i thhink can be found in all the internet in each country, but for without the www websites, i think it can obly be found in the locals. But for those internet which is really popular, like google and yahoo, you do not have to add in the www. Just type google.com or yahoo.com and u get to the page.
