how do u get the special ticket to catch lugia without doin 2 nintendo events?

In which game? The only way to get them is through a nintendo event or by using action replay/gameshark in the games; Emerald, Ruby, Sapphire, Fire Red and Leaf Green.

you can cheat by using a action replay or a game shark, or you can get a wireless connetion and go to nentendo events. but first you need the mistury gift by going to any store and fill out the form on the counter. you have to say this, link together with all. and also you need a friend to link with.
