why viscosity of ethanol increases from 10% to 50% and then decreases from 60% to 100%?

This represents how much the ethanol is able to hydrogen-bond with water (I am assuming that this was the other substance, although you didn't say so). The more the hydrogen bonding, the greater the viscosity. As you see, at about 50/50 this reaches a maximum.
