I suppose you mean width is half the length.

Let width = x. Length = 2x

Length * Width = Area
2x*x = 98
2x^2 = 98
x^2 = 49
x = 7 cm

Width = 7cm
Length = 14cm

The rectangle is 14cm by 7 cm

Half the lenght of what?
half the base?
or length is 1/2?

let X be one side.
2X be another.
Hence area = length * width.
Hence 98 cm2 = 2X^2
49cm2 = X^2
take square root of both sides..
7cm = X
Therefore, once side is 7cm, other side is 14cm.
