No. At the stage Iraq is in, he would either have to keep troops permanently based there or train a new dictator as bad as Saddam Hussein in order to keep the country under control. If he doesn't find a means of controlling the Civil War, and pulls out the troops, then Iran will likely sponsor a dictator, which few would find acceptable. Iraq will gobble up your tax dollars for the foreseeable future.

That **** can't even read a book the right way up let alone run a country OR win a war that has NOTHING to do with "weapons of mass destruction" or "Terrorism"

He already won. He wanted to take it over and occupy it and make it a police state, and he got his wish. Unfortunately, there's that problem with the natives fighting back.
