If you're just wanting the exercise that's fine, but you don't have to walk. There is a free shuttle that runs from the Rio to Caesars Palace.

This site will give you all of the free hotel shuttles in Las Vegas, plus info on each including pickup times and locations.
Advice: Take the shuttle to and from Rio and the strip. You're going to get a lot of walking checking out the hotels/casinos/shopping. Bring comfortable shoes, you're going to need them.

Imperial Palace is right across the street it's not the greatest but not horrible either and with the price and location it's a good hotel. I think Bill's might have rooms, it used to be called Ivory Coast I believe. Casino Royale probably is cheap to stay at and they have great prices on drinks I have stayed there twice, including just 2 weeks ago

definitely in walking distance. go west on Flamingo and it's about a 15 minute walk. however.. i would not recommend walking that route at night. it's the area behind the Bellagio and Caesars.. u have to go over I-15.. some homeless live around there. in the daytime it's a breeze, maybe you can even walk to the Palms, which is only another 10 minute walk past the Rio on Flamingo. and night tho.. i'd say take a taxi or bus.

eep! I just had nightmares - I walked from Caesars to the Rio on New Years Eve it took around 20-30 minutes in below freezing weather.
I highly suggest the free shuttle service however, but if you insist on a walk, take note that once you get across the interstate, you will have to challenge the really large parking lot at Caesars. One of the craziest things I've ever done, and I will never forget that parking lot - crazy long walk!
