You have to define what YOU mean by rich? Most people would respond to your question as material richness. But, what do you really mean?
Spiritual richness, richness of health, richness of your relationships, a richness of your present state of mind are just a few examples.
.
An answer, if any answer can be made requires specificity first of the definition of richness, and your holistic efforts to attain such.

Being rich is a matter of perception.
You have the ability to choose , to be rich or not . If you want to be rich , just gratitude what you have , think of it a while . After realizing that you actually HAVE alot of things, you will be rich .
As it says : "who is the rich? - the one who is happy with what he has". one may see himself as poor , and the second rich (While the first has much more money than the other). If you chase after richness , you will never be rich. so look at yourself , think ; you are already rich.
true richness is not the amount of money you have , but rather how do you feel. try to contribute , as you can , then you will be really rich.

Being "rich" is a complex function of all 3 (luck, decision/action, intelligence). action is the only variable over which one has control (the other 2 are affected, although only partially, by this one).

"Trying" to do anything, never works. One must create harmony with vibrational wealth, the means by which that is accomplished is not important. If you question wealthy people, what you will find is absolute belief in their ability to be wealthy and not one shred of doubt. Absolute belief is the key.
