My interpretation of that is... When someone is incompetent they may try to talk things out but fail because of their lack in skills. Hence the incompetence. So the violence is the last thing they rely on. While someone who is competent would not likely get to that point where they need to rely on violence.

It's the last refuge of the competent.

When someone does not know how to solve a problem, they become angry, and can become violent. You will often see this in people who aren't passive, but also aren't of the highest intelligence. But it can happen to any of us. There is always someone who is smarter than we are, and always someone who is not as smart as we are. So we can behave that way, and be the catalyst of others behaving that way.
I have always respected Isaac Asimov.

When they've just realized they can't win by their wits they use the only thing that they can rely on which is force, which often doesn't work anyway, but atleast gives them a sense of action, a hope, a gamble that somehow they might come out on top. No matter what the stakes.

It means that only stupid people turn to violence to solve problems... for instance, the shooting today. Only someone who was not particularly smart would pick up a gun and shoot a bunch of people, no matter what the reason...
