In an isotonic solution, the environment and the cell are at equilibrium in regard to water. So no osmosis takes place. Of course, water molecules are still entering and leaving through the plasma membrane, but there's no net change in concentration.

The isotonic solution is also one of the effects of osmosis. It will take place if the particles will go through a semi-permeable membrane.

isn't osmosis the movement of water from the high concentration to a low concentration.... if the solution is the same as the cell, there should technically be none

Yes. The rate of movement in equals the rate of movement out... so the concentrations still stay the same.
